Restoration:  IPRB provides funding and expertise in the reclamation and restoration of abandoned
oilfield sites in the State of Illinois.  These restoration projects fulfill another goal of IPRB which is to
restore land previously used for oil and gas production back to commercial, agricultural use for
current land owners.

IPRB has cleaned-up about 200 abandoned sites in Illinois. So far in 2008 we have about 30 sites
under contract in several basin counties. We are currently preparing 20 more sites in Crawford
County for bid. IPRB works closely with IDNR, Oil & Gas Division.  After Illinois courts declare the
sites abandoned, the Oil & Gas Division authorizes IPRB to clean up the sites. IPRB defines the
scope of work and after the surface property owners are determined, IPRB obtains Right of Entry
agreements. The next stage is to go out for bids to about 25 pre-qualified contractors and the low bid
contractor is awarded the work. Before the contractor is paid, an IDNR Oil & Gas inspector checks
the site for compliance. The sites are primarily tank batteries abandoned by others before us. IPRB
does not plug wells or remove pumping equipment. Abandoned sites are eyesores and affect public
opinion about our industry. Restoration is about being good environmental stewards of the land, but it
is also very important for public relations.
